Great Britain is proposing a radical change in the funding of highways. It has announced a scheme to abolish fuel taxes and impose graduated fees based upon location and time of day when a motorway is used. The fees would range from 2p to GBP1.34 per mile; and they would be collected by electronic tags now in such fashion on bridge and toll roads.
