EUROPE (OLD OR NEW) MATTERS

America yawns over the news of the rejection of the EU Constitution. But the stakes are still high and the US cannot afford to marginalize Europe. The rejection votes in France and the Netherlands seem to have put some basic issues involving the EU at question.
